What you think about this picture?  ( 1 resumes )

This is the picture from Nuwakot district of Nepal. The child is said to be insane and house is nearby the highway so he has been tied with rope in his leg so that he won"t run away and meet accident. But is this an alternative?? Is the duty of parents is to tie the boy with rope in such dreadful situation? What are we talking about child rights and child freedom? Put your view what you think about this picture, is this correct or not? Can a child be punished in such a way just being insane??
